First order of business must be the team's under-performance. The boardroom structure should quickly follow. Unfortunately, as tedious as it sounds, positive change doesn't often occur overnight. An independent CEO and new manager may help with a consistent plan for the football department stuck to. PS must be clear and ruthless in his leadership.
