The lad should use this year to test himself against some of the best youth teams in Europe and bide his time.

I don't know whether the transfer request is true, but for Ryan's sake I am not sure playing for Rangers U19s is the best thing for him, albeit that playing against European/English opposition is good for development, Ryan is 21 I think and I am not sure playing in a team of U19/U18 against U19/U18s is ideal. I know his previous loan experiences maybe didn't work out as well as hoped, and I am not sure another loan spell come January is the best thing either. One thing for sure though is the lad can score goals and has a bright future ahead of him, whether he stays with Rangers and makes it into the first team or if he moves on elsewhere.

He's 21 next March so I can understand why he thinks he's need to start more.

 

I'd like to keep him but if he does go we should ensure we have an option on his next move.

The teams they play in this new setup are sure of a better quality than those he would play on loan in Scotland. England might be another matter, but for that you would need a demand and 3rd or 4th tier England is not a pasture we should send him too. Half a year in e.g. Bundesliga 3 might be something different though.
