Suppose it could be the case that commuting to Birmingham from Manchester was feasible but Manchester to Glasgow is not so he would have to uproot if he wanted to be home with his family most of the time.

I'm not sure the distance made a difference? Maybe the guy just genuinely got cold feet at the last minute, It happens, a lot.
