Rangers will probably be punished as it's our ground so we are responsible for security. On second thoughts, it's an SFA game so they are responsible, so they can charge themselves. You could argue that the police and stewards should be able stop anyone taking a flare into he ground; but that's a bit like saying that no terrorist ashould ever be able to get on a plane; you can never be 100% certain.
