People are assuming that because she has been "banned" she threw the flare but that simply isn't true, however as I understand she was the one who smuggled the flare into the ground. It appears an injustice has been done here, or are they are punishing her for transporting the flare. I suppose the boy is too young to be dealt with in adult court.
