ian1964 10,831 Posted October 10, 2013 Share Posted October 10, 2013 The Scottish FA could block Dave King from taking up a place on the board at Rangers under their fit and proper person guidelines. The businessman has been reported as being close to making a return to Ibrox following talks with chief executive Craig Mather. King has been touted for the role of chairman at Rangers, a role which would see the governing body judge whether he will be eligible to take up a role in football. The Scottish FA does not administer a fit and proper person test but does follow illustrative guidelines against which potential office bearers are measured. King would potentially fall down on two counts. Firstly, the fit and proper person guidelines state consideration would be given as to whether an office bearer is fit and proper if "he has been convicted within the last 10 years of (i) an offence liable to imprisonment of two years or over, (ii) corruption or (iii) fraud". The former Rangers investor recently settled an income tax dispute in South Africa which saw him plead guilty and convicted of breaching 41 counts of the country's Income Tax Act. He agreed to pay £45m, or else face 24 months in jail. Secondly, King was still on the board of directors at Rangers when the old company which operated the club went into administration in February 2012. The fit and proper guidelines state an office bearer may be blocked from being approved if "he has been a director of a club in membership of any National Association within the five-year period preceding such club having undergone an insolvency event". Failure to meet the aforementioned criteria does not automatically forbid a person from taking up a position at a Scottish football club. The onus also falls on the club in question to provide the governing body with any relevant information which could potentially exclude the office bearer from taking up his role. The Scottish FA, who would not be able to prevent investment from King without him taking a place on the board, were unavailable when contacted by STV today. When STV and the beeb publish tripe like this anonymously I think a lot of the time it's probably been spawned from the timmy mindset, whether it be someone at one of the media corporations or one of their anonymous 'sources'.
