Part of the Board's job is to supervise him or her,how can they do that properly if he or she is part of the board. Part of the problem with a CEO not being on the board is that it means he isn't privy to board meetings and decisions but will be expected to implement the boards decision making without being in full knowledge of what the decision was or the intent of it. In most companies the CEO is on the board and that doesn't render the boardroom indeed the CEO useless. The Board have adequate means of supervising the CEO, they have the right to remove if the CEO isn't operating as intended.
