SPL secretary to 'have a look' at whether league rules can be suspended

Scottish Premier League secretary Iain Blair says he will â??have to lookâ? at whether the organisationâ??s rules allow for the Scottish FA to intervene over league reconstruction.

 

Both St Mirren chairman Stewart Gilmour and his Falkirk counterpart Martin Ritchie have called for the governing body to step in after an SPL vote on a proposed 12-12-18 structure failed on Monday.

 

The Scottish FA have since stated that while they are prepared to â??mediateâ? in discussions to find a compromise, they have no jurisdiction to seize control of the running of the countryâ??s leagues.

 

Speaking to STV, Blair conceded he would have to study the SPLâ??s rulebook to determine whether clubs could vote for the leagueâ??s authority to be suspended for a resolution to be found.

 

"On the one hand, there is the opportunity for a third party to become involved,â? he said. â??The SFA have been involved in all the discussions which have been going on.

 

"As to how you go about suspending your rules, Iâ??m not sure how that can be done. Thatâ??s one of the things I will be looking at.

 

"The SFA would not have a role in suspending the SPLâ??s rules. That would be a matter for the SPL.

 

"I think the important thing is the clubs decide how they want to take this forward. Once this decision has been reached, then we will put it into place."

 

Pressed on whether the rules could be suspended, Blair replied: "I need to go and have a look at our rules to find out.

 

"Iâ??m not sure exactly how weâ??d go about suspending the rules."

 

SPL rules and articles of association make no specific reference to their suspension to allow the Scottish FA, or any other third party, to step in.

 

However a qualified resolution, which requires an 11-1 vote of all member clubs, can be passed to alter the articles of association, potentially allowing for the addition of a suspension clause.

And why would Ross County and St Mirren vote to have the rules suspended?

 

Right!,let's vote on it,the vote never went the way we wanted so we'll change the rules and have another vote!,or I'll tell you what,don't bother having a vote we'll just tell you what is going to happen!.

If we 'suspend the rules', we then by assumption, have no constitution or league as such...how would this affect then registration of players, registration for UEFA competitions...etc.

No rules means no rules, right.?

tell you what,don't bother having a vote we'll just tell you what is going to happen!.

 

To be honest, that would probably be the best way forward.

 

Put together an elected cross-section of the professional teams & get them to decide on the best way forward for Scottish football. Then just do it.

SPL have invited Regan and Ogilivie for talks next week.

 

At least one of them has a positive reputation in terms of being able to restructure and revitalise a stale competition.

Meanwhile looks like (but is unclear) that the SFL have refused the SFA's offer of mediation.

We are, however, currently working with SFL clubs in all divisions with a view to agreeing an alternative way forward which builds on the five core principles. We would like to confirm our continued commitment to those principles. We are also very keen to share our proposals with the SPL and the SFA as soon as practical.

 

We therefore respectfully wish to ask the SFA to work with us at this time, whilst we progress our proposals.
