It's more to do with the fact that the establishment hasn't a clue, niether are they interested, just as long as they can justify their exsitance by makeing more laws to crimalise the working class.

 

The qustion of cost has also been raised here, but the clubs have to pay a fair % of policing cost as well. It's a further example of our leaders knowing the price of everything, but the value of nothing.
