Dorin Goian counted out of euro rescue bid

DORIN GOIAN�S hopes of helping Rangers rescue their Champions League dream in Malmo have been strangled to death by red tape.

 

UEFA have confirmed that the Rangers new boy will not be allowed to feature against the Swedes next week even if - as expected ââ?¬â?? his UK work permit is processed in the next 24 hours.

 

Rangers thought that by lodging the football paperwork with the SFA and UEFA on Monday night there was a chance the Romanian could feature in Tuesday�s clash with Malmo.

 

But UEFA�s rules prevented the player being fully registered without the permit being issued by the UK Border agency.

 

After losing 1-0 at home to the Swedes, Rangers boss Ally McCoist then expressed a hope that Goian would be given dispensation to play in the return leg.

 

McCoist said: "There is a wee problem with the paperwork but we are hopeful he will be able to play in the return leg in Malmo.�

Goain was also keeping his fingers crossed after sitting through the agony of the first leg.

 

The 30-year-old former Palermo man said: ââ?¬Å?I think I am registered for the squad so I hope to be cleared to play in Malmo.ââ?¬Â

However, the signing deadline for both legs of the third qualifying round was Monday night and UEFA will not bend their rules.

 

A spokesman said: ââ?¬Å?The player required an accession card to be issued by the UK border agency and this has not arrived.

 

ââ?¬Å?Without this document the player could not be registered in time for the third qualifying round.

 

ââ?¬Å?He would be eligible for the Champions League play-off round or subsequent Europa league matches if the permit is lodged before the signing deadline for the next round of UEFA competition.ââ?¬Â

Disappointing that, but there's one of the drawbacks of signing non EU players.

 

I don't know the exact legal points, but I thought that if he was playing for an Italian club, he should have sailed through any British work permit rules, which seems to be the problem?

We have different rules to other countries and it's irrelevant which other countries have granted him a work permit.

 

He WILL get one, it's just not automatic as to streamline the process the govt put in some hard and fast criteria for automatic granting of the permit. One of those is to prove the player is not just an average one putting an equivalent British/EC player out of a job, they must play 75% of their country's international games in the last two years (I think). Goian hasn't but that has been down to injury rather than non-selection and so the appeal should be a formality once that case is presented.

 

However, appeals committees take time to schedule and that's where the problem lies.

Technically he is an EU player but if you are from Romania you still need a permit, tougher rules for them I think.

 

McDonald Mariga played in Italy and failed to get a work permit at Man City ended up Inter so it wasn't as bad, although he is Kenyan. However his brother the guy Celtic signed got a permit very confusing especially with the supposed rules on countries below 75 places in the world rankings....

How do these panels work that decide on work permits ?

 

always seems to be some sort of confusion when we are applying for one yet Celtic get one for the only Kenyan Celtic fan no problems and the new wonderkid Koki Mizuno who would light up the SPL with his skills.

 

I'd have though an established International who had previously been playing in Serie A would have met criteria easily
