League Cup Draw (please explain)

Dunfermline who are newly promoted to the SPL are included in the first round draw but relegated Hamilton are not. Someone want to explain this latest piece of classic genius by the SFA?

 

The Scottish Football League-run competition is being sponsored by the Scottish Government after Co-operative Insurance ended its 12-year involvement.

 

A �£1m funding package will come from the Proceeds of Crime Act, using cash seized from criminals.

 

How desperate has the Scottish game become!! Move the cup final back to October to generate a bit more interest rather than having a 4 month break between rounds.
