It is basically a winter training camp. http://ec.europa.eu/education/lifelong-learning-programme/doc82_en.htm Rangers gave used it a few times and were in Turkey last year. Celtic are also in Turkey at the moment and I am sure some other clubs are in other warmer climes. Cyprus, Spain, Portugal and Malta have hosted some clubs in the past.
