No. That headline figure refers to the likelihood of developing a symptomatic response. I think this sums up the argument of the article: "These data suggest that vaccinated individuals are still spreading the virus much like unvaccinated individuals." Instead of going along with each silly imposition we should be challenging the government to justify them. Will the government tell us how many lives this measure will save? Will the government also tell us how much this measure will cost to implement?

The people who need persuading will not read your comments. Even if they did read your comments it would not persuade them of anything. You might be able to persuade people that you are intimately acquainted with. So my sincere recommendation is that you go out to befriend some of the people that you appear to be concerned about.
