That is indeed the theory though it's been rarely enforced. I think we'll see several initiatives to make better use of tickets some carrots like the Seat Sub stuff, some sticks like the ban on reprints (purely a cash raising exercise from the Club) and I think it inevitable that the issue of rarely used season tickets particularly juveniles will get addressed in the not too distant future.
