SPL Investigation Statement On behalf of the Rangers Supporters Assembly, The Rangers Supporters Trust and The Rangers Supporters Association, we would like to make the following statement about the investigation into so called â??dual-contractsâ? by the SPL. â??Rangers fans are becoming increasingly concerned about the details emerging on the SPL investigation and tribunal being set up to deal with the allegation that so called â??dual contractsâ?? were used by Rangers FC. As with other consequences of the mismanagement of the club in recent years, if there has been wrongdoing then we would be victims, too. We are asking for justice and fairness, but in discussing the stripping of titles, it appears the SPL has assumed guilt when nothing has yet been proved. There are a number of areas of concern that we would like addressed in the hope that the football authorities will now act with the necessary independence, transparency and integrity. 1) Conflict of Interest - There would appear to be a serious conflict of interest in the choice of law firm appointed by the SPL to carry out their investigation. Harper MacLeod have acted for Celtic FC, who would be the main beneficiaries of any finding of guilt in the case. Indeed, until it was recently removed, they included a testimonial from Celtic CEO Peter Lawwell on their website. The SPL could have chosen any law firm to carry out this investigation and it was extremely naïve of them to appoint a firm with such a close connection to a rival club. 2) Prejudicial Media Coverage - There is a concern that any tribunal appointed to rule on this matter will have been seriously prejudiced by the negative media coverage surrounding it. Several managers and chairmen of SPL clubs have attempted to prejudge the matter in the media over the past few months. This includes, but is not limited to, giving opinion on what the punishment should be. This has led to a media feeding frenzy which will have been difficult for any potential tribunal member to disregard. We want reassurance on the selection of the tribunal members and confidence in their impartiality. 3) Focus on Most Severe Sanction - We are concerned that, despite the SPL having 18 sanctions available, the only punishment being discussed is the most serious yet no guilt has even been established. This, again, leads to a danger of exerting undue influence on the tribunal members through the media. We believe this is being driven by influential members of the SPL board and recently formed â??steering committeeâ?? with the most to gain. 4) Focus on Rangers - We would question why there appears to be no on-going investigation into the so-called â??Juninho EBTâ? used by Celtic FC. Our understanding is that Celtic acknowledged that this was not declared to the football authorities as part of their licence application. If this is the case, then why is a tribunal not being set up to look into this? Did Harper McLeod, who include Celtic amongst their clients, investigate this matter as well? We wish clarity on whether there have been technical breaches at ANY SPL clubs over the past 10 years, with the progress of the investigation and the results being declared. We want justice and fairness for all.

Joint statement on behalf of The Scottish FA, The Scottish Premier League, The Scottish Football League and Sevco Scotland Ltd. We are pleased to confirm that agreement has been reached on all outstanding points relating to the transfer of the Scottish FA membership between Rangers FC (In Administration), and Sevco Scotland Ltd, who will be the new owners of The Rangers Football Club. A conditional membership will be issued to Sevco Scotland Ltd today, allowing Sunday’s Ramsdens Cup tie against Brechin City to go ahead. Following the completion of all legal documentation, the Scottish Premier League will conduct the formal transfer of the league share between RFC (IA) and Dundee FC on no later than Friday 3rd August 2012. At this point, the transfer of Scottish FA membership will be complete. Key points: - The Scottish FA has received all necessary information and documentation from Sevco Scotland Ltd, including details of the company structure, shareholders, financial projections and business plan. - Sevco Scotland Ltd has agreed to accept all conditions relating to RFC (IA)'s charges of bringing the game into disrepute, namely the 12-month transfer embargo, beginning at 0.01a.m on 1st September 2012, and payment of all outstanding fines and costs. - Sevco Scotland Ltd has agreed to settle all outstanding football debts to other members of the Scottish FA plus clubs under the jurisdiction of other Football Associations. - The Scottish Premier League and Scottish Football League have reached agreement on the purchase of a package of broadcasting rights which will allow the former to include The Rangers FC matches in contracts with broadcast partners. - The Scottish Premier League has reserved its position in relation to the on-going investigation into EBTs. Stewart Regan, Chief Executive of the Scottish FA: “We are pleased for everyone involved in this process, and indeed the whole of Scottish football, that a conclusion has been reached. “There were a number of complex and challenging issues involved but, primarily, the Scottish FA had to be satisfied that the new owners of Rangers would operate in the best interests of the club, its fans and Scottish football in general. “We have reached agreement on all terms and conditions attached to the transfer of membership and are able to grant conditional membership, ahead of the formal transfer of the SPL share a week today. This will allow the season to kick-off as planned this weekend and I am sure there will be many who will join me in welcoming the start of the new football season in Scotland. “This has been a difficult period for Scottish football, but with this agreement now in place, and with the new season upon us, it is essential that we all focus our energies on football once again. In the months ahead, the Scottish FA will resume discussions on the subject of league reconstruction. We remain committed to this process in order to re-energise the national game and will work closely with the SPL, SFL and all other relevant affiliated bodies to provide a dynamic product appealing to our supporters." Charles Green, Chief Executive of The Rangers Football Club, said “The agreement signed today allows Rangers to be granted membership by the SFA and finally enables the Club to move forward. “The Board, the Manager and senior executives have been working tirelessly over the last few weeks to secure the future of the Club and today is the start of that process. “The Board has had to take some very difficult decisions to gain SFA membership, including accepting the delayed transfer ban and paying outstanding financial penalties. But we are now able to get back to playing football and plan for the new season, starting this Sunday with our match against Brechin. “There remains, however, an outstanding issue with the SPL regarding EBTs. As we have proved in the last couple of months we will stand up to any challenges that face Rangers and will continue to fight for the Club’s best interests.” Neil Doncaster, Chief Executive of the SPL: "We are pleased to have reached an agreement with the parties concerned. Discussions will now continue with our broadcast partners and we expect to be in a position to make a further announcement next week on broadcasting rights and the on-going EBT investigation." Jim Ballantyne, President of the SFL: "Current events have thrown up some serious challenges to Scottish football and the SFL has played its part in trying to navigate through to a solution in difficult circumstances. “I am now looking forward to doing what we are actually here to do. To play football."

Possible mate, but I think they want us to accept it so they can kick us more. TBH, I think we're in a strong position because of the revenue we generate. Somewhere down the line I think we will be the winners, even in the SFL.

If Green (Sevco) take ownership of the old PLC's SPL membership they can go after us for the dual contracts and anything else they make up along the way. New company owns the club and therefore cannot be punished for what the old PLC allegedly done. Fucked up, eh!

Just to add to that, Doncaster and Lawell want Green to own the oldco's SPL membership. Green refuses to accept it and D&P are refusing to hand it over to Green. Again, it could be bollocks, it could be true!

Just that Ally's playing a blinder and both Doncaster and Lawell are in panic mode. They way I'm reading it is that once Dundee's officially an SPL club Doncaster and Lawell have no right of claim for titles or revenue. That's why they're running around trying to secure TV deals with us involved - real threat of insolvency for the SPL. I've been hearing that since Monday though, so don't shoot me:D

If the admin team are happy with this then feel free to publish...or not. The consequences of poor leadership have never been so apparent in our national game. Bully-boy tactics and trying to railroad SFL clubs into accepting Rangers into SFL 1 are the new tactics being employed by the SFA’s chief executive, Stewart Regan, and SPL’s chief executive, Neil Doncaster. Go back to May 2011 and Craig Whyte’s takeover of Rangers; no ‘fit and proper’ checks were carried out. Indeed, Stewart Regan admitted the SFA were ‘obstructed’ by Craig Whyte’s lawyers in obtaining the relevant information. Stewart Regan later admitted that he knew Craig Whyte was not fit for purpose after watching Mark Daly’s documentary on the BBC back in October of 2011. Just for clarity; I am in no way blaming Regan for what happened with our club, we all know the reasons to that, however, you do have to wonder why Regan never followed up on his checks and forced Craig Whyte to hand over any information asked by the SFA. Before the 2011/2012 season even began the SFA’s chief executive failed to protect one its member club’s. Could strong leadership have prevented the chaos that envelops Scottish Football? Sporting integrity might have been upheld. Of course there is the small fact Rangers’ outgoing board of directors warned us all about Craig Whyte. Now as the season progressed we all bared witness to farcical mutterings and amateur decisions by the SFA: • Failure to deal with one club’s witch hunt against referees after defeat • Referees’ striking for the first time in our history • Social media manner being tantamount to agenda driven against one club • Three clubs calling him a liar over his quote regarding ourselves • Appellate panel applying sanctions that do not fall within the rules of the SFA • Court of Session overturning the panel’s decision to apply a transfer embargo • Bullying member clubs alongside Neil Doncaster • Abject failure to help a member club in insolvency Can anyone really tell me this is the actions of a competent leader? Now we have Neil Doncaster, another so called leader whose job, amongst many goals, is to uphold the integrity of Scotland’s national sport. Neil Doncaster has skirted around the issue of Rangers in administration, he would rather let the clubs decide what course of action the SPL should go down. Ironically those same clubs let their fans decide whether Rangers should be granted entry into the SPL. Common theme: so called leaders abdicating responsibility. Instead of taking the bull by the horns we have a chief executive threatening SFL clubs with financial Armageddon if they do not vote Rangers into SFL 1. Subsequently, three clubs have stated the financial penalties are actually the SPL refusing to honour a contractual agreement that’s been in place since the inception of the SPL and SFL. Hmm, integrity? Show me. So the SFL clubs are now innocent victims in this mess all because of poor leadership and no efficient or robust procedures in place to protect the game. We could perhaps forgive them if Rangers were the first administration case, but we are not, so there are no excuses for the game’s authorities’ to stumble around like a drunk in town on a Saturday night. We are all aware why the SPL are looking to place Rangers into the SFL 1. We all know it has absolutely nothing to do with sporting integrity, and everything to do with their balance sheets’. For the betterment of Scottish Football, Stewart Regan and Neil Doncaster must resign now. Our national game can no longer tolerate lunatics’ running the asylum.

So if he's successful and we're granted league status in England, pays off all the old debt, where do we play? Will green just simply let him use the oldco to play in Ibrox while he is applying for SFL leagues and SFA status? Too far fetched for me.
